He's holding his trusted ER29 (Electronic Rifle that went into production 2129)
He's scanning the horizon and probably giving some information about something he saw through the radio.
His firm but flexible armor and his uniform are designed to cool him down while he's on patrol in the steppe. Orders are relayed to his foil-computer on his left wrist. But despite all his technology, he still didn't want any cover for his ears, as he relies on his excellent hearing just as much. Why isn't he carrying any spare ammo, you might ask, but that is quite easy to explain. The magazine he's currently using is a high-cap energy storage. The bullets are compressed into very dense matter, making the magazine quite heavy, but he's very accustomed to carry his rifle. Unless he needs to hold back an entire army, he's not going to run out of ammunition.
And frankly, that's not what his orders are. He's to scout ahead and scan the horizon for possible threats.
