It's Zarel in MVC Style! I only have so far what would be his intro sprites, but the frames are mixed up. What'd happen is that the tornado effect (vertical one at the bottom, not the horizontal one) would appear, and Zarel (second frame) would fly down and land (first frame), and would play the next four frames on the right.

Zarel's not entirely my custom. I used edited parts from Lucian, for the hands, MvC Megaman, and the wings come from Pokemon Platinum sprites of Charizard and Aerodactyl. The attack effects are also sprites taken from a game. If you're a Megaman X junkie then you'll recognize the bottom two. The wind tunnel is the Storm Tornado, and the green thing is the...whatever you get from Storm Owl. The three yellow tornadoes at the top are effects from Air Man in Megaman 2: Power Fighters.
