Hey, so I came across this years ago and thought it was really cool -- I know your status list says this is a low priority, but I'm really interested in seeing what you've got in mind, especially the identities of the Rivals' Posses and what 'new rule' is coming. I have some ideas, but of course you're the GM here...!
Also, a bit of a "WeLl aKcHuLlY 🤓" moment -- in the 'Control Points' section, the character doesn't need to spend more control points to be able to make advanced tech, that comes for free with the Skill [Technology]. So he has four control points free, well, technically three plus a spare Bonus Point, 'cause you're only """supposed""" to be able to spend up to one Bonus Point for an extra Control Point... If there's room for a "re-spec", your Player could bump the Swarm up to the 5 point version to let it manufacture things and use the 2 points remaining for Chemistry or Steampunk Hacking (or leave it at 4 to put 3 points in Chemistry), and use the other bonus point for...a couple of character traits (Skill [Chemistry] and Resistance [Magic]?), or to make a Rival easier or harder...
Sorry to ramble, but I only do that 'cause I think this is interesting!
