2GP 4 pistol out in front of 4 rifle mag pouches is pretty standard setup and will work well on most people. a chest rig should be riding low enough anyway that it shouldent cause issues with getting the gun into your shoulder pocket.

Its a good concern for sure, but usually a trained gunman would tuck his arms in when engaging a target and also lower his silhouette if possible. :3

Heh, I have that chest rig. Truth be told its location doesn't look that off, assuming it's mated to an armor carrier, top of the plate should be about an inch below your collar bone. Rifles like the HK91 have really stubby butts for that reason, so with a basic shooters or swimmers cut you can still shoulder the rifle. Most collapsing stocks were designed to tag team two issues as well, size and armor accommodation. The latter is relevant, means you can just place a shorter rifle over the armor and call it good.

No one said 'off'. When aiming with a rifle you're supposed to tuck your arm in and hold it tightly against your torso, which is hard if your torso is wide as a hippo.
I know that piece of gear exists, and it's practical use is basically just 'MOAR POCKETS'.
