Beksi as a member of Bowser's own Koopa subspecies.
You may notice she has a small shell, which obviously prevents her from drawing herself inside for protection(not that she really needs it).
I MIGHT do a story explaining how she wound up like this. Like if Bowser just randomly grabbed hold of a girl that turned out to be Beksi, and morphed her into a Koopa, passing her off as his daughter or maybe even his wife(either situation being to the great chagrin of Bowser Jr. and the Koopalings)
