Kyle Washburn likes to cosplay, although he usually shows up dressed as the Eleventh Doctor (because fezzes are cool). This time, he's gone back before he was born to cosplay a character from the early days of television.
Percy Dovetonsils, Poet Laureate, was a character played by the late Ernie Kovacs on his TV show. The character would recite poems in a rather exaggerated lisp -
