It's said that the first AI created by the Progenitors rebelled and attempted to subjugate them. The long, protracted conflict that followed left millions dead and wiped out decades of recovery after the fall of their creator's civilization. In one of the oldest Imperial decrees in the Empire done by the first emperor, Emperor Kolvas, artificial intelligence research was practically banned. This decree affected other countless sentient machines and advanced computer systems as they were deactivated and destroyed in a move that later Emperor Elsan called a "mistake beyond pale or reason".
Working with the legislative Senate and Concave, new laws were drawn up. Soon the "Computer Research Act of 52↋" was passed, once again opening up research into the realm of robotics and computing. Though the ban on AI in the core systems stood, specific deep space research stations were constructed. When starting their research, and wanting to avoid the mistakes of the past, it was instead decided that the Progenitor Empire wouldn't just be creating artificial systems but realized this could be the future of their species. Just like their creators mastered biology, they will master machinery for the ultimate goal. They will take the gift of their creators and merge it with their own.
