Looks like this poor Lucario has found himself subjected to an all-new status condition: CEMENTED! Here's how it works!
It is an extremely rare condition: in fact, no Pokémon moves are known to cause it! It is only known to occur under extremely specific circumstances. For instance, this Lucario wandered into his favorite statue garden to meditate one evening, unaware that the site was under construction. Clumsily, he tripped into a pit of quick-drying concrete, and he scarcely had time to pick himself off the ground before he felt it crackle and harden around his body, afflicting him with the condition!
Like freezing and paralysis, cementing renders a Pokémon unable to move for an indeterminate number of turns. However, unlike freezing and paralysis, the condition does not wear off on its own, nor is it curable with the use of an item. The only way to escape the skintight concrete shell is to crack it with a move of 120 base power or greater. Of course, being unable to move, Lucario is unable to break out himself, and since he is not engaged in a battle, the odds of being struck by such a powerful move are quite low. He might hope to attract the attention of the construction workers once they return, but unfortunately...
In addition to inhibiting movement, the cemented condition completely nullifies all sound-based moves. When the construction workers returned the next morning, Lucario tried to use Roar, but with his muzzle completely encased in solid stone, he was barely able to mumble, let alone cry for help! He couldn't even change his facial expression, with his features locked in place as they were. Not noticing his muffled pleas for assistance or the desperate expression in his eyes, the workers merely assumed he was a new addition to the garden's sculpture collection.
Lucario struggled and squirmed against his concrete prison to no avail. As though to mock him, a Pidgey landed on his ear to roost. Unable to shoo it away, he let out a frustrated sigh through his nose. As far as the rest of the world was concerned, the once noble and respected Lucario had been reduced to nothing but a statue. As the Pidgey fell asleep, Lucario did his best to adjust himself to his new life as a stiff, muted rock-type.
