You'd wear it when piloting an Evangelion (looks like a giant mech). It isn't really for environmental protection and is used to better sync the pilot with their Eva while inside an "Entry Plug" filled with fluid that is then installed in the Eva. The suit doesn't even have a helmet so I don't think it would be unreasonable for a tail to not be covered.
My accuracy might not be 100% as I haven't watched the entire series.
