From Real Bout Fatal Fury, it's Sound Beach. I included screen shots of the actual game for comparison. This was an impressive stage with breakable walls and hazards. You can knock your opponant into the water for a quick win after breaking down the walls. I made some changes and put my own touch on this background. Nothing here was traced but the colors were dropped in.
