Yes it's a Raichu and it's NOT related to J-chu in any way!
If you remember back then they made these Pokemon trading cards (not the TCG) that had these crazy cheesy backgrounds and I liked them a lot! So I was trying to mimic the concept. I found my collection the other day and this actually does look a lot like them! Good job, 10-years-ago me.
