This scene comes from how it's possible to get behind the desk. Now there's no point in getting behind the desk, but I've done it before and lots of other people have done the same. Usually, NPCs behind desks are blocked off by an invisible wall. I guess the game developers didn't see any point in doing that for this desk since it's not all the way into the wall and I sure am glad they didn't put any invisible walls here.
