Gardevoir came out among the third generation of pokemon - around the time that most pokemon fans at the time were entering their teenage or so years - and has a fairly feminine design that persists even if one is male. Salazzle, while entirely female, has a very suggestive design and behavior, further reinforced by its pokedex entries.

I got the Gardevoir thing, but in my opinion, Gardevoir is far more female looking then Salazzle, when i first saw it, it didnt give off that vibe at all, and when my friend told me all of them were female i was like. "Seriously!? I never would have guessed!" But eh thats just me i guess ^^;
to be fair, gardevoir became iconic after people made her anthropomorphic. Her base form is is rather decent.

No, Salazzle marks when they started gleefully going all-in. Knowing exactly what they're doing and not caring was Lopunny and later Braixen.
Worth noting too is that Lopunny and Lucario debuted together in the game that, in the Japanese version, confirms Pokephilia is canon and humans marrying their Pokemon was once commonplace, while Salazzle came about in the same game that also makes a running gag out of the region's residents viewing Machamp as the hottest thing ever.
