Progenitor modifications aren't just for the males but the females in society as well. At least those with a overall female form. These can range from coloring to sheen to overall figure wo even number of breasts. The Empire encourages these modifications so one can often find themselves happy with their form. Sometimes the results can be unorthodox but guidelines ensure that a Progenitor can continue their state service or be called readily if needed. Because of this, Progenitor Imperial uniforms are tailored to account for 0, 2, or 4 breasts.
Still. That doesn't stop fashion. Progenitor fashion, while it's quite Utilitarian, still has it's room for fun, exciting things. Progenitors are quite surprised that the bikini was developed on Earth as well. It was this that cemented the Xenodesign Convergence Theory. The theory that similar species will develop similar solutions to problems.
