Possible PSU failure (Pending?)

Please help me decide if my PSU could be failing the CPU I am using is a AMD so I know the cpu temps are okay. Please help me :)
Setup:
Mainboard : LENOVO K8M800-M3
Chipset : VIA K8M800 (VT8380)
Processor : AMD Sempron 3000+ @ 1800 MHz
Physical Memory : 1024 MB (2 x 512 DDR-SDRAM )
Video Card : VIA/S3G UniChrome Pro IGP
Hard Disk : WDC (160 GB)
DVD-Rom Drive : ATAPI DVD C DH52C2P
Monitor Type : Hewlett Packard HP 2009 - 20 inches
Network Card : VT82C570 MV IDE Controller VT6102 Rhine II Fast Ethernet Adapter

5V and your 12V line are a bit low, but within tolerances i think...

I think that 12V line is way too low. Maybe try swapping power supplies with somebody else and see if that changes things?

My BIOS spins them at high levels before the PC enters the OS then it slows down it's a regulation problem *Shrugs* And I know my screens dirty i already cleaned it off lol after I saw it was. and my PSU is some Bestec 260W supplied by Lenovo PC company

usually the voltages aren't 12 and 5 volts, it usually can be up to -1 volt on either, mine probably isn't 12 volts

If its a 250 watt thats a bit low, i would get a 400 to be safe.

250 is kind of low, I bet that's probably it, ether that or the PSU is just failing.
