Does he ever speak in Zootopia? I've seen so many clips of scenes that show Judy speaking, but never any in which he speaks.

Oh, sure. There's hardly a scene he's in that he doesn't talk. It's just that Judy, voiced by Ginnifer Goodwin, is not only a bit of a motormouth, but so energetic that she's a treat to watch. (Goodwin isn't acting in the sloth scene -- she really is that energetic, to where waiting through the sloth dialogue was absolute torture. One take, no looking back.)
