It's a new semester, new term, and new leadership, but the more things change the more they stay the same. Took the opportunity to do a little image updates here and there, and the bitchkitty herself demanded the mike to address the incoming and returning students. Not like I can say no to her either...
"Remember me? I didn't go anywhere. I'm still right where I've always been - on top. I know a lot of you forgot all about me when everyone started directing their hate towards that disappointment who was running the show around here before, but I'm still here, and my team is still the best there is and the best this school will ever see. Maybe it's time for people to get a little reminder of that, since memories seem to be short.
So you peons trained over the break? Good for you. What, you think I spent it on the couch eating Twinkies and watching Kanto Idol? Did you have fun in space? I went to Sinnoh and took a tour of the region's premier gyms, training with and against the best. What did you do, beat up some boards in your backyard? You have a long way to go before you're even close to being in my league - all of you. It may be a new term and a "new era" but some things never change. I will always be better than you, and the best is right where it's always been. You're looking at her. Quality and success aren't some flavor of the month, remember that.

Did she get held over a year for bad grades, or something?
If PCA is like a US high-school, it's one grade level per year, with summer vacation separating the academic years. Last year's freshman are this year's sophomores. Last year's sophomores are this year's juniors. Last year's juniors are this year's senior's. Last year's seniors would be graduated and gone; off to work or University. And you generally don't spend more than one academic year at the same grade unless you fail to meet academic requirements due to failure to pass required classes. (Either you were stupid and flunked the class, or missed so much class time you couldn't make up assignments.)

The PCA doesn't run in real time, like said above, it runs in a Simpsons time loop. Some students may advance while the rest of the school stays the same, but that's a case by case thing. Don't try to apply logic to it and don't worry about the overall continuity, it won't work.
You know how Saved By The Bell went on for six or seven seasons, and they had like three spring break specials and nobody ever changed grades until the last episode where they finally all graduated? Same principle here, only with less Zack Morris (thank goodness).
