Several times a week at a shop I worked at for a big phone company. No, I won't change your plan or subscription or get you a new phone without seeing a form of ID, and reciting your name, address and DOB won't change that rule...

One of the difference between North America and France. We do this like all the time on the phone, for subscription to services and plans or when customer call to pay their bills. Calls are recorded, but very few people can listen on them, and they're watched by upper management. Anyone try to steal credit card numbers to use afterwards will get fired faster than you can spell 'credit card' and good luck finding a job afterwards.
There's an implied trust that the CC numbers won't be used for anything, and I never heard anyone come to the shop I worked at to complain that the person at customer service on the phone stole their credit card numbers to pay for things or buy online.
