Probably a faulty mental model from browsers (well, Internet Explorer) asking if you want to "download" or "open" a file...
There is also a server response that instructs the browser to skip the dialog / not to "open" a file it can handle itself. Perhaps removing that from the email program is what the caller is asking for.

The truth was she just wanted to open the PDF files directly on her browser, but you know how some PDFs don't do that because they've got a different encoding or something, so you need the heavy duty stuff to open it? Yeah.
She didn't want to download the pdfs, she just wanted it to open.
