Well... you never know... maybe you could charge people you never had their credit card or bank information through PayPal, you know, just like you could send someone an invoice? And if they don't pay. you could send that invoice to a collection agency?

(This just shows that I have no idea how paying stuff in Canada works. ... though, I would have checked my PayPal account first to see if such a transaction actually exists.)

You could, but if you were going to use someone else's banking information to defraud something you probably won't also create an account using their email address.
