You know it might be easier if one were to imagine to two voices speaking together, but I think it's more imaginative and creative if one try to imagine Braixen voice and the evil scientist voice switch back and forth as it is shown in the text. It might be quite the challenge to try to do something like that fellow reader.
Anyway, I'm surprised that not only he still has fight in him, he recovered pretty quickly too. Though I wonder if that really was the Zeraora's switch he pressed.

Diethyl and I figured the (previously) male scientist wouldn't be a complete overly cocky douche so (s)he incorporated a failsafe in his nanomachines in case they'd affect him.
This is why there was resistance from them in page 7.
Normally he would've been able to revert with his mind intact but 807 overpowered their programming.
It was never explicitly stated as it didn't really matter to the stories integrity but hopefully thst explains it. :)
As for the voice, I personally imagined it as going back and forth: tone, pitch, mannerisms and all of which sounding distorted, angry and pathetic

So that's the scientific explanation for this. I just thought he was simply smart enough and had enough will to come back from the brink like our main character but better.
The way you imagine the voice might be just as challenging as the way I thought about it. Speaking of the voices, when he went full Braixen, was she talking in Pokémon speak or in human speak?
