Not as unusual as you might think nowadays. In addition to the San Diego example above, part of Baltimore's light rail system is used by freight trains after hours.
Interestingly enough, though, when towns like Philadelphia, Pittsburgh, New Orleans and Toronto first put in streetcars in the 1880s, the city fathers insisted that the streetcar tracks be other than standard railroad gauge to prevent the tracks being used by freight railroads...

Willimantic, Connecticut had two sub-gauge trolley systems until the 1930s. One came east from Coventry (indirectly from Hartford). The other came west from New London and Norwich, the largest cities in New London County. The lines stopped on opposite sides of the standard-gauge line, but did not cross it. To ride from Hartford to New London, one needed to change cars in Coventry, change lines in Willimantic, then ride to Norwich and New London.
The Connecticut Company, the local bus service, bought out the trolley systems and shut them down by 1939. Their successor, Connecticut Transit, still runs most of the local bus service and most of the express services -- almost a century later.
