All the cultures that exist in the modern Under Watchful Is world have some mention of Meadoe Rule, but in no part of the world is she actively worshiped as if she were a god to propitiate. Despite existing in all religions, she is aloof, distant, the means of creation.

Stories differ. But in all, she was the first of the gods, or the first among gods, or the grand architect of the world's design. An imperial doe with the body of a buck, whose domain was not elemental but foundational. In some myths she ascended beyond the other gods during the act of creation. In other myths she sacrificed herself to create the world. In others, she stayed right where she was, and everyone else descended from the throne of power where she remained.

In truth, Meadoe Heart--renmaed Meadoe Rule when she achieved mastery of Story and Nothing--did ascend, sacrificing her lower interpretations and becoming the ultimate Authorial Gate. She does not control everyone--she doesn't write anyone's story for them! But she is the first or last, depending on which direction you see it, gate that every single Authorial Line passes through. She prevents metafictional activity from feeding information back into the world, and prevents the world from breaking verisimillitude and controlling people's actions too vulgarly.

Shielded in Not and filled with Story, made in the shape of a universal Gate, she also functions as the borders of the world. Her Nothing Interpretation has created a shell of Not around the UWI world, which was necessary during Worldgen. The weak world couldn't survive the Void squeezing at it, would not have survived descent into reality, if Meadoe had not wrapped her own Not around it. By controlling the borders of the world she prevents incursion from external drifts--anything attempting to enter the world has to pass through her, first, and she doesn't allow it. Because it's a fundamental structure of the world's reality, only the most powerful metafictional creatures could force their way into UWI without Meadoe letting them.

She also prevents metafictional creatures from existing in the setting entirely. By controlling the end of everyone's Authorial Lines, she can prevent them from being looped or broken free from the world. Profaned are kind of a unique problem, because they did everything entirely by the rules, and Meadoe couldn't, in good lawyer-conscience, prevent it. However, she does police the Profaned, and any who exceeds their allotment of vulgarity get Not'd out by her.

When a Free Person uses their Override Power, it's actually, although it's functionally impossible to know within the setting, a propitiation to her--she has to allow their Authorial Line to insert intentional information into the world. She's the ultimate force that decides if your Override works or not.

Meadoe Rule does allow some drifts out of the world. Those who can't bear this universe, whose stories have no place here, she will conspire with the World Consciousness for them to find some means of escape. She usually dumps them into the City in the Middle.

Meadoe Rule has essentially become the immune system of the world. She only very rarely manifests a lower be-it, to go on dates with Bad Boy.
