I see that you got two different forms, water and lightning, if I were one I would have the quirk able to let me posses the four elements in a loss of needing an object to charge the element into, able to fuse two or more elements to create a new one so he keep small crystal shards in a pocket so he can grab as many pieces to infuse and form weapons out of like kunais and that, form a sword if needed, the range of the element's power weakens the longer the distance it is, is it too powerful?
