Not necessarily. Several people have built PCs using mineral oil as a cooling system, some essentially just hanging the motherboard inside a tank of oil and keeping the oil circulating. Moves the heat away faster than air, and doesn't have the problems with electronics that water does. The hard drives are really the only part that can't be submerged.
