Yes. From what I gather, that's the old masonic building.

The Square & Compass, with the capital 'G' in the center for God: the emblem of the Masonic Lodge.
This symbol, along with the pentagram for the Order of the Southern Star (the Masonic ladies group) are designed into the street plans of central Washington D.C. Old George and several of our founding fathers were Masons.
That top level looks newer, or at least the windows certainly are. You can discern where the original building may left off by the portico there in the facade.
