
In 1998, a man named Curian Mott had dreamt of owning every possible exotic cat in the world. Because he came from upstanding family and had the money for it, he eventually bought his personal menagerie. Due to the laws against owning such pets, he was cautious and steadfast in caring for them. Over the years, however, he grew melancholy and neglectful, and eventually the states came in in response to the poor conditions of his cats. Where to put these majestic beasts, however, was up in the air.
And, thus, the foundation for the Cat's Eye Preservation was founded. A true sanctuary for all exotic cats, the 21 cats under Curian's care were placed here. Two decades later, the number has increased by five times. With only a staff of fifty, they cared for these cats of all sizes and demeanor, funded by tourists, grants, and charity money from an incredibly generous philanthropist.
It had been said that she was quite the animal lover herself, but no one had ever seen this woman who had donated so much money, but. Today, however, would change that. Quite unexpectedly and at the last minute, word was sent to expect a visit from her. There was still much to do to prepare for her arrival. So Isaiah and Micah were sent to distract her.
She had arrived on time, entering in from the main gate of other tourists, dressed in stunning red. She had the most stunning business vest and long legs wrapped in dark stockings. Stepping onto the grounds in high heels, she looked like she was due to attend a stockholder's meeting. The woman had the bronze skin of a goddess with hair flowing like golden rod and the most olive green eyes they'd ever seen.
She was hold an African Wild Cat in her arms, stroking the back of his neck tenderly when Isaiah and Micah welcomed her to their facility. They promised her that her money did not go to waste in taking care of these large cats and were ready to take her wherever she wanted to go. She did hope it was being well spent, as she handed the cat over to Micah, saying that strong Tigers and Cheetahs like them needed special care.
Micah seemed almost confused at what she'd just told him, but felt oddly comforted holding the cat in his arms. He was adorable. As the cat raised its head to rub it against his neck, Micah responded by lowering his head down to stroke it in kind, exchanging his scent with it. He chuffed loudly as he felt a striped tail burst out from behind him.
Isaiah purred in delight as Micah got affectionate with the little one. She would've been jealous of the striped fur on his body if her own spotted coat of fur wasn't growing on her. As she stepped out of her work shoes to balance herself on her larger, clawed footpaws, she felt the instinctual need to stretch onto all fours and let her tail out. Her silly hat fell off her head, revealing guard hairs.
The two sank to all fours before their new Mistress, the Wandering Witch pleased as they gave into their inner cats the more she spoke about the pleasures of being so. Once she got rid of their clothes, she told them why she was here. The money she'd collected went to setting up this beautiful place not just for the abused animals, but humans as well. Seeing the time was right, she was here now to have the staff and tourists alike join in on the fun, making it a true sanctuary for cats. With their help, she would be sure that no human was left without paws or tails.
Isaiah and Micah mewed in obedience, saying they would do everything she said as they padded off into the preservation towards their designated species cages. Oh, the Wandering Witch could only imagine the chaos they would create.

You did pretty well setting up this peculiar premise. Bobby did a nice job working on the adorable photomorph too. The text is descriptive and evenly-paced yet full of several grammar errors here are there.
It'd be nice to know where Curian is now and how he's involved with the Wandering Witch (unless this is already shown in another chapter). Are they involved in a Faustian deal of some kind (i.e. deal with the devil)?
