It's Captain NöxNöx with a background! Yarr!!
He is a happy type of a guy and his golden eyes goes pink when he gets excited.
And I am quite positive that he should be mainly light blue with dark grey markings. And note the constant 'eyeliner' around his eyes. =P

I don't know can it be seen well but the sky is a bit green and goes blue around the purple moon.
There should be seen some contrast between NöxNöx and the background:
The BG is really calm and NöxNöx is in extreme action.

I defined the saber a bit and I added his other tail here too.

The black thing on the sky is a seagull.. it's black against the light the moon throws. Yea....
