Vincent was keeping quite a few shrunken people that had annoyed him captive. A lot of them just kept whining to be set free. Eventually, Vance gave in and did decide to let some of them go free, but he felt too lazy to open the cage for them. So, he just made them small enough to fit through the bars. And for some reason the people in the other cage stopped complaining after that.
