The first two I played (X and Y), I used only three; my starter, and the two legendaries in the game.
For the Ultra games, I used technically three legendaries (Dusk Mane Necrozma is fused with Solgaleo), my starter, and Groudon (more specifically, Primal Groudon).
In the Let's Go games, I used all four legendaries in the game, Mew, and my starter.
As for Sword and Shield, I used my starter, Boltund, Stunfisk, Chandelure, and two legendaries.
In case if you were wondering (with the exception of the Let's Go games), I used the water type starters.
