those are frame numbers - since animation is not usually done in frame order it's common for animators to keep notes on what frame each drawing is supposed to be, while arranging and inserting new drawings.
You'll also see timing/spacing charts on keyframes too, sometime - a short line with subdividing tick-marks. Same purpose - to help work out and keep track of where the breakdown drawings are supposed to be spaced/timed relative to the key.
On a run cycle like this - well I dunno whether the artist just eyeballed the run and went straight ahead through the frames, but one way to approach it would be - start by drawing the contact poses of each step on 1 and 5, then the push-off poses on 3 and 7, then the squashes on 2/6, and the soaring poses on 4/8. (or whatever the actual numbers were up there)
