Her version of 'gotta catch 'em all'. It's called "lets try and devour as many different pokemon as we can for their lifeforce." Personally, I think she's more than a little cuckoobananas, but she's pretty driven by her own peculiar madness.
ETA: She has an almost religious belief that if she captures enough lifeforce, she can bring her trainer (whom she killed quite accidentally) back to life.
