It's nice that the foreman is keeping these two construction workers in line; Otherwise, They'll get reprimanded for being lazy. I believe that the foreman wants his employees to pay attention to their work more often.

They're not really employees.
They're forced to work as punishment for a crap they did to Angus.
And Angus makes it EXTREMELY clear that he will NOT tolerate missteps or their usual behavior (ie: assholes)
