I suppose this needs some explaining. The holy 
Kurikia drew a picture of a character called Mr. Thicknose padded. I learned from the comments that Mr. Thicknose is actually quite old; old enough that he'd need diapers again.
This gave me the idea to draw an elderly character padded, and where better to start than Paper Mario? Koopa Koot here gives you tasks to do throughout the game in exchange for the occasional star piece. His personality doesn't go far beyond the typical "old man" archetypes, though there is ONE thing associated with the elderly that I took advantage of, incontinence.
I'm proud of this one: first time I've ever put a background in a picture. As it's my first time, its not the most beautiful background in the world, but its better to look at than plain white.
As for the reason why he's padded, well... I came up with so many that they couldn't fit in this description. Look in the comments if you're curious.

Explanations
(A) Koopa Koot finally went incontinent and has to start wearing diapers. Unfortunately, in the Mario universe, the idea of making diapers discreet never came to mind (look at toads, for example). Too poofy to fit under his shell, Koot had to put it on outside his shell, making him quite embarrassed.
(B) He was already incontinent, but the diapers were thin enough to fit inside his shell. They were out of the thin ones so he had to buy a different kind. Unfortunately these were the thickest diapers in the store.
(C) He mail ordered the diapers, but Parakarry, in his buffoonery, bought the wrong size.
(D) Junior Troopa diapered Koopa Koot as a prank after Koot called Junior a baby.
(E) He wanted to feel young again
