Considering both that dragons often have innate magic and fire created by one mage or otherwise pyro-gifted can be difficult for another to control, I wonder if in today's more enlightened era there's subsidised courses on learning just enough pyrokinesis to snuff fires you accidentally caused, offered to were-dragons of all genders when they first discover their heritage (completely subsidised in some regions, only partially in others, depending on local governments)? Perhaps even remedial courses could be ordered by courts in arson cases that are ruled accidental, or similar situations?
