Yes! It is based on "The Fly's Last Flight", "Gopher Spinach", and "Shuteye Popeye".

Hudson animated the scene of the fly eating spinach and popping muscles in THE FLY's LAST FLIGHT, which was a remake of FLIES AIN'T HUMAN. Interesting if you had Riolu do the multi-decker bicep gag, going from "healthy" to "demigod" in terms of strength.

Is he the one who came up with the multi-decker biceps? The bicep part in this anim isn't particularly based on any popeye episodes btw.

The multi-decker bicep gag came from a Mickey Mouse cartoon BARNYARD OYLMPICS from about 1934. The Fleischers first used it in the Popeye cartoon GOONLAND, and Famous would use it off and on until the Popeye theatricals ended in 1957. I know you weren't "quoting" any gags from the classic Popeye cartoons. Your work is original, and I'm sorry to give that impression that it wasn't.
