Admittedly, this is an interesting paradigm. The brother being a jerk like this is interesting, especially given the aspect you're putting in of an unwilling pokemon being forced to exist under a trainer. In a way, I can understand why this brother wanted his younger brother to leave. He's basically been forced into match after match by this gym leader. Can you imagine what that would be like, being forced to fight every day, even if you don't want to? And if the game rules apply, the fact that the leader likely has badges of his own means that our Raichu here has no recourse, no ability to refuse the commands of his registered trainer. That's pretty rough.
