Not really. JROTC is a high school program with the mission to "Build better citizens". While ROTC is the single largest commissioning source for USAF officers- producing more than the Academy or OTS combined. All ROTC upper class men are paid by the Air Force. And those on scholarships incur a service commitment- meaning that if they should fail to adhere to the training standards they will be forcibly enlisted in the Air Force. You also are required to attend a basic equivalent called Field Training between your Sophomore and Junior years. If you fail to successfully complete it you're removed from the program. Hence, all ROTC cadets are candidates to be an officer in the United States Air Force.
