Photoshop CS8, currently. Though almost any of the photoshop line will work.
You can use a special effects option and select inner and/or outer glow options, or just do it all by scratch. I used a mix of the two in this instance, mostly scratch. It helps to have it get increasingly brighter near the center of the glowing areas.
