The gold witch can't transform without her earrings, and if they're taken away from her she also becomes a normal animal of whatever species she currently is. Her actual transformation power is otherwise inherent and can't easily be stopped.

Knicknacks run on extremely low verisimillitude justification and they will always be able to knicknack, so long as they have access to materials and aren't soaked and sleepy, or on fire.

But this is the City in the Middle, and there's probably someone somewhere who has a power process that can interfere with their abilities

oh and anyone with enough metafictional activity can just like

someone who can input Story into your authorial line can basically do whatever they want to you
