After a lot of extra work, I think my Fallout 3 Rocky is even more authentic than ever! There's a few issues here and there but it actually does look like Rocky now.
This is just some tests of the facial expressions and clothing. I thought I'd share what I'd been working on for a pretty long time. Don't worry, I've got more REAL artwork coming up soon.

The morph targets? I'm not sure if we're both thinking of the same thing but the face is fully adjustable. The features can be altered and it works just like any of the original races do. There's an issue with Broken Steel and mod races for some reason but there's a mod that easily fixes that.
The face blinks, emotes and reacts the way they were originally meant to. So far I haven't run into any major issues as far as that goes.
If you know how to get started, You should definitely consider modding. It's a pretty decent pass-time and it makes the games last longer if you keep going.

Honestly, compared to what I had before, I don't blame you. Looking back on old screenshots, it did look pretty crappy before. Looked good to me at the time but then again, I was surprised it even worked out at all to begin with. I know a lot more about all this stuff than I did before so I can get better results now. I'm still working out a few kinks though.
That's stuff that I don't really know anything about. I'm struggling to figure that all out myself. In a perfect world, I'd have a whole quest filled with voiced dialogue, companion characters and all sorts of new locations. Unfortunately, I haven't the foggiest clue how to do any of it. So far though, I do have a Rocky companion somewhat set up with someone else's companion script. I managed to edit the written dialogue but other than that, I don't know what I'm doing.
Best advice I can give you is to ask around the modding forums. There's bound to be some people that know how to do this stuff and many are willing to help. That's how I've gotten where I am now.

I actually didn't do any major adjustments to the upper lip at all. The main problem is that I don't have a facial expression file for that specific face model. The expressions are still set up for the default human face. It's a bug that I can't seem to find a solution for. So far, I haven't been able to find a way to make a face modifier file for custom faces. Regardless, I'm fairly satisfied for now. It's not perfect but I still like it. I'm sure I'll figure this stuff out with time.
