I'm just pointing out the fact that the Princess Toadstool the used for the TV series in The Princess Peach they use for the video games were pointed out to be the same person so it stands to reason that the King Koopa used for the TV series in Bowser used for the video games are both the same individual
My guess when the company and that made me TV series bought the rights to use Mario and Luigi they didn't have any money left to buy the rights to use Princess Peach and Bowser so instead they had to create similar characters that serve the same role differences mainly seen in personality and character design and of course their names
