The railgun design neminds me distinctly of the Shemmarian Railgun from RIFTS sourcebook 1. It is, nonetheless, an excellent design.
As with any such design, the question of power source comes into play, as I am reasonably sure that what it is is a coilgun as opposed to a railgun. Most people also forget that railgun rounds need no casing, as they are not propellant-driven as are conventional bullets, but electromagnetically accelerated. The best aspect ratio for such is a 10:1 length:width projectile. If you want to here the long-winded tech discussion, please note me! ^.^

What caliber is the Railgun? How many rounds of ammo does the magazine carry? What's the rate of fire/rounds per minute-or is it single shot with powerful hitting velocity power?
And how big is the Railgun's electromagnetic energy power clip? Can it be be carried on a backpack like the Predator Minigun used by Blane/Jessie Ventura?
If the Railgun can top the hard hitting power and long range of the Barret M-81A .50 caliber sniper rifle,let me know.
