Wow, beautiful work - just beautiful! I really like the background choise, it's so colourful and gives various tones for this lovely-looking dragon. ^^ The stars/sparkles on its mane are very nice add. The glow around the eye and the face in general is my favourite part in this. :D Great work!

By the way - have you ever thought about making a new species of these 'cloud dragons?' :P There could be sun dragon, nebula dragon or something similar to those. I would love to read more about them!
