Long dead bones of dead adventurers sometimes serve to bolster the ranks of a necromancers armies or inhabit places haunted by foul presences. When not engaged in the bidding of their animator they return to the activities that they did in life, a haunting mockery of the life they once had.

Friggin' love skeletons. Every army needs canon fodder, but they are a cheap solution to chip away at the enemie's numbers...and boost their own, if the necromancer make the fresh dead rise up as well.
They are also great horror elements. One skeleton isn't much of a threat, but if you send it into a village at the middle of the night, most villagers will crap their pants, until a village strongman or adventurer decides to pick up a hammer and try to smash it apart. After the success, the rest of the evening will still be restless, even if no more skeletons come again. Really demoralizing, and creepy usage of a simple undead.

absolutely. One of the things that i really like in 5e is how they made them so that they do things that they did in regular life when not engaged in the commands of their maker. So as an example a party i was running through an adventure saw skeletons hunting deer, bringing them back to a long deserted lumber camp and going on with the duties of chopping trees, preparing meals, working on repairing buildings etc. The party didn't know what to make of that and so they were careful about facing them as apposed to just wading in because they knew these were low level enemies.
Reminds me of the eerie scene of WoW's Skeleton Party...
