It is against PayPal terms of service (TOS) to send payments as friends and family when they are payments because it directly affects the fees they take (their profit) and you can have your Account shut down, and it can even affect the accounts of your commissioners. I would absolutely recommend raising the price $1 on this to cover fees, that way you’re not breaking TOS, and you have buyer/seller protection as well!

As a customer, I want buyer protection on everything, both large and small. I would rather pay $10 for this and know I can do a charge back if the artist ever fails to produce the art.
I also need to be sure never to break the rules, because PayPal views small infractions and large ones the same way, and both would uneedly risk my account.
As for the material item, be sure that you’re either:
1) invoicing customers, and attaching your own TOS which states that the item is digital
And or
2) making sure your customers put “no delivery” instead of putting a physical address for shipping a material item, when they’re making their purchase.
