Well the Piranha Plant actual has been in more games - the moveset for this character is built off of a lot of those appearances. Also the fact the Piranha Plant is generally not bipedal in nature (I know it actually has the ability to 'walk' about in Smash) is what has given rise to its unique moveset - which is what sets it apart from all the other characters - making it an interesting character.
Also Petey Piranha is his Final Smash.
