This little scene is based off the part in Deltarune Chapter 1 where Ralsei is giving Kris a tutorial on ACTing by having them practice it on a dummy, a mechanic you will remember from Undertale where you can basically interact with enemies to make them give up fighting. During the tutorial, you do have the option to give Ralsei himself a hug and this is clearly based off that option.
Ben: "Alright Kat, now I have just a little more to teach you! ACTing! Through this even the most violent enemies can be defeated through various ACTs of kindness!"
Ben: "Kat though it is just a dummy, why not give it a HUG?"
*Kat decided to give Ben a hug, Ben started blushing!*
Ben: "K... KAT?! Umm, I don't think um.. This is what you're supposed to be doing.... but.."
Kat: "I am hugging a dummy, now shush."
*As unexpected as that was it was pretty nice, you're filled with determination!*
