
I recently found this unfinished comic page, which is from the second part of "The Electric Mink" trilogy. The idea involves the characters from the realm of Tanderel being transported to a place in a world similar to ours, and encountering US Armed forces who mistake the Tildi armored vehicles and support trucks as target vehicles. It's only until the Tildi start firing back with their lightning casting weapons that the Army Trainees understand what a great terror they face.
The reason I'm posting this is because I put a lot of work into this sample page, but I feel the level of detailed drawing might be too ambitious a project for me to take on. Should I continue on? I don't know...

This can be done through layers. You have to separate the front appearing areas from the background and insert a feathered green spot glow with some transparency in between. If you send me what you have, I could do it easily. For the edge glow, you could add a green inner shadow to the foreground objects and apply a layer mask to hide the areas you don't want to show any glow.
I have to follow the advice of Lars Martinson, the artist/author of Tonoaru if I'm to make this work.

Heh! Mark Twain was once credited with saying something like "Lightning would be one heck of a powerful weapon... But the trouble is in Aiming it." Yes. Even though Tildi Technology looks like it was stuck in the late 1930s, their use of energy shields and lightning disintegration beams proved to be no match to the two M-1 Abrams tanks and Tow Missiles.
So, these Lightning tanks can shrug off heavy MG bullets. But I wonder what they'd do if an Abrams shows up and starts throwing HEAT rounds at them...
Also, just how are the lightning guns suppose to work? Cars should be able to pretty much shrug off regular lightning bolts due to their Farraday's cage chassis.

Ah. If you notice closely in the bottom, Left panel, the command tank took two hits from TOW missiles from the Humvee, and shrugged off the HMG bullets fired from the same vehicle. I have yet to figure out how the composite materials the tanks are made of can withstand the assault, so for now all I can tell you that it's pretty tough stuff.
As or you second query, if I knew EXACTLY how those lighting weapons worked, you would never see me here on FA again.
It's only a story with special effects. You might as well ask how Superman flies, or how Deadpool doesn't stay... Dead.
