Where I'm from, if a student got onto the roof of the school, it's because they climbed a questionably designed exterior wall, or they broke a lock.

I live in Russia, and we also have a punishment for such things.
But in Japanese schools, the roof is designed so that people do not fall off it (it has a fence), and usually access to it is open
